Formulas are calculated at runtime. Flow builder is the correct answer here.

Not really. Formula fields can work here, because the source field changes, this formula also gets updated. Example: IF( TEXT(StageName) = 'Needs Analysis', TODAY() , DATE(2000,01,01) )
