In ServiceNow, the icon with three horizontal bars (☰) on a form or list header is officially referred to as the: "Additional Actions" or "Context Menu"

While in general web design it's often called a "hamburger icon", ServiceNow documentation and training (such as CSA exam prep) refer to it by its function, not the nickname.
